Hello everyone! My name is Dmitry Bespalov. I am from Kiev, Ukraine.

Ukraine has a lot of challenges now and perhaps transportation problems – not the biggest of them. War, corruption and poverty – it is much more serious. The situation with the traffic – it is more like a symptom of these problems.

We have a saying: «Why are you stupid? It’s because I’m a poor. Why are you poor? Because stupid…» Maybe this is one of our old challenges 🙂

Our standards and methodologies in the field of transport planning are out of date. I know this, as on behalf of the company A+S together with the World Bank led the creation of Visum-model of Kiev.

Our education is in a difficult situation – I know, because I teach in one of the Universitys of Kiev.

The system of the transport planning decisions based on outdated expert approaches. I know, as do the implementation of Visum-model in the city authorities.

However, this is not only the challenges but the possibilities also. We can and want to implement the best practices. We can and want to teach our staff. We can and want to make the best transportation in Kyiv and throughout Ukraine. We believe that transport will be one of the drivers of the Ukrainian economy.

Здравствуйте все! Меня зовут Дмитрий Беспалов. Я из Киева, Украина.

У Украины сейчас много вызовов и, возможно, транспортные проблемы – не самый большой из них. Война, коррупция и бедность – это куда серьезнее. Ситуация с транспортом – это больше как симптом этих проблем.

У нас есть поговорка: “Почему ты глупый? Потому что бедный. Почему ты бедный? Потому что глупый.”

Наши нормы и методологии в области транспортного планирования устарели. Я знаю это, так как от лица компании A+S вместе с World Bank руководил созданием Visum-модели Киева.

Наше образование находится в сложном положении – я это знаю, так как преподаю в одном из киевских университетов.

Наша система принятия решений в области транспортного планирования опирается на устаревшие экспертные подходы. Я знаю, так как занимаюсь внедрением Visum-модели в органы городской исполнительной власти.

Однако, это и вызовы и возможности одновременно. Мы можем и хотим внедрять лучший опыт. Мы можем и хотим развивать своих специалистов. Мы можем и хотим делать лучшим транспорт в Киеве и во всей Украине. Мы верим, что транспорт будет одним из драйверов украинской экономики.
