Model calculation: in the worst case up to 35% of passengers switch to minibuses, and the cost per trip in municipal transport goes up. Seven weeks later the minibus fare rose to 25 hryvnias.

Fourteen years without a single new intercity route - and then ten days from tender to permit. The procedural barrier was removed, which is what finally gives the June result its meaning.
Read →57% of Kyivpastrans trips are subsidised - for those passengers nothing changes. We went through this in 2018, when the difference between fares was one hryvnia.

Comments, interviews and broadcasts
On law No. 15111-d, the “OLX tax”, passed in June and not yet signed by the President. Platforms call themselves ridesharing rather than taxi, so they are not licensed and answer for nothing…
Read →A fare rise makes the municipal operator's economics worse, not better: it drives out fare-paying passengers and pushes the share of concession travel towards two thirds.
Read →Exclusive comment: before raising the fare a city should analyse the cost structure, optimise the route network and the operators' processes, rather than automatically passing the cost to the passenger.
Read →An eight-question interview. Raising the fare to 30 hryvnias is a major mistake: some trips disappear, passengers move to minibuses, and in the long run it means more car and EV purchases and more congestion.
Read →Transport is a public service and has to stay affordable; 30 hryvnias is indeed below the declared cost, but the method of calculating that cost needs checking.
Watch →Dmytro Bespalov dismantles the myth of a “platform tax”: the law makes the platform a withholding agent for drivers' income, 23% to 10%, from 2027 (in practice ~2028). Prices are driven by fuel, the exchange rate and the shortage of drivers.

Experience and projects

Director of ProMobility · co-founder of B-lab · Senior Lecturer at the Department of Urban Construction, KNUBA · expert at the We Build Ukraine think tank
Eighteen years of building transport models, from a single intersection to the national model of Ukraine. Clients include the World Bank, the EBRD, the Asian Development Bank, EGIS, PTV Group and Zaha Hadid Architects.
Fifteen countries. Those I can name: Ukraine, Georgia, Azerbaijan, Uzbekistan, Kyrgyzstan, Kazakhstan, Tajikistan, Armenia, Albania, Moldova, Czechia, Germany. Three more are under non-disclosure agreements.
ProMobility is an IT company - MobTech, software and analytics applied to transport planning. B-lab supplies PTV Group and Schlothauer & Wauer software and TomTom traffic data to the Ukrainian market. I have taught transport planning at KNUBA since 2008.
Regional transport model, demand assessment along the corridor and comparison of development options against each other.
A justified set of alternatives, so the investment project enters feasibility study with a baseline rather than from scratch.
Lead transport planner and modelling expert, full project period.
Supply and demand for transport occupations - road freight and urban public transport. What education provides, what the industry requires, where the gap sits.
World Bank report On the Road to Recovery: Addressing Ukraine's Transport Labor Shortages, 66 pages, open access.
Short-term consultant, September - November 2025. Co-author of the published report.
Methodology for a large-scale mobility survey and a full update of the city model on fresh data.
Tbilisi City Hall evaluates decisions on a current model rather than one inherited from the previous planning cycle.
Team leader, transport modelling.
Mobility survey and a city transport model - the instrument on which SUMP measures are tested before they are adopted.
The city plans mobility on calculation rather than assumption: every SUMP measure can be checked against the model.
Transport modelling, May 2024 - February 2026.
Four-step demand model for the city and its agglomeration; the same model was used to test route network optimisation options.
Kyiv gained, for the first time, an instrument on which a transport decision can be tested before it is implemented.
Project manager and transport modelling specialist.
Five projects that represent me best. A wider list - with years, clients and cities. Work done under non-disclosure agreements is not shown anywhere.
